This is the man known as "Henry the Gringo" in Monterrey in MX . We met him personally and he has beautiful blue eyes, about 30-35 years old and has more than likely mental health issues. He speaks only English. He calls himself Henry or Wallace. Believed to have been there from around December of 2015.
